Diable Agent Notification for Owner Upadte

Hello,
I need to disable the notification sent to agents when the owner for the ticket changes.
How can I do that?

it is not possible via config
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master
