in OTRS4? $OTRSHOME/Kernel/Config/Files/ZZZAuto.pm
This is default. But it can be configured in Config.pm, too

ACL is set in Config.pm or separate .pm file in Kernel/Config/Files or via (in current versions) web interface ACL.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
