This should be possible till the time no change is placed on the ticket , every time the ticket is getting updated information to entire group related to the queue should go.
In other words.......
Ability to modify a ticket should be given till a change is created on that ticket. All the users that are part of that queue should be sent an email with the details that this particular ticket has been edited. Will need to highlight that past correspondence from the customer side can not be modified.

I don't think you can edit the text of an ticket (to be more precise, an article).
Also, I doubt your customers would be happy if you edit their tickets. If you want to be able to attach editable information, then either use notes, or dynamic fields.
