ACL to restrict next state on AgentTicketBulk

Hi,

I'm trying to restrict next state on bulk action depending on the currrent state.

Normally I use a ACL to do this in replies, close or notes, but on this specific action is not working:

You're asking for a lot. Better to do this through Generic Agent.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
