I want to use a high resolution image for OTRS logo for which I need to change the image size.
For achieving this I have used the CSS property background-size in the file Core.Default.css
Is this the correct approach or should I handle it by adding some key in Framework->frontend::customer?

You should properly size a logo before uploading it. Otherwise your users will be forced to dl the large image file in order to render it at the size required.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
