you should check with the PERL vendor you are using. But if you are still on OTRS 2.4 you can not use newer versions of PERL.

Also please note that actual version is OTRS5, Windows is and will not be supported any more and OTRS2x will not even receive any security or other updates!

OTRS is not the vendor of this PERL version. (Should be Active State). Check versions and also needed licences for this. But as I said, 2.4. is out of any support
