NeedAccountedTime but only when closing ticket

I would like to make spent time field mandatory but only in closing ticket window. I know that NeedAccountedTime forces all notes to do that, but is it somehow possible in closing ticket window only ? Some file needs code change perhaps ?

I'll be glad for any hints.

I've thought about this, but the thing about making Accounted time mandatory at every entry means it's never forgotten to add time when needed. So you don't forget. 0 is valid to enter, and if you put time in as you work, it sums on the ticket nicely.
