Status change over CR

Hello,
I'm trying to use OTRS to manage Change and Configuration Management.

I'm trying to manage Change requests and Workorders, but it seems that each status change over these two items happen when:

• for each CR one or more conditions and actions are defined

• an event matching the defined conditions happens

That means that it is not possible that, for istance, the Change Manager puts a workorder in "approved" status or the developer puts the change "in progress" or "completed": is this correct?
