Why do I have to search to see list in Admin::Users

When I create new users the list of users is empty. Experimenting, the only way I seem to be able to list users is to put * in the search box and press Search. This seems a bit inconvenient. Customer users works in exactly the same way. Am I missing something or is this a 'feature'?

that's how it is: enter * for all or enter some chars to search for
