ITSM Change Control

Hello,
I'm running OTRS 2.4.9. on Windows Server 2003 R2 and have recently tried to install ITSM. The install always fails whenever I try install Change Control. The error is:

"Software error:
Can't locate object method "EventHandlerInit" via package "Kernel::System::ITSMChange" at C:/OTRS/OTRS//Kernel/System/ITSMChange.pm line 142."

I've tried both the bundled and the individual packages but neither seem to resolve the issue. Has anyone encountered the error before? How can I resolve it?

Has anyone else had the issue? I tried to do the same thing on a fresh install. Perhaps something with the windows packages? Please help

I experience the same thing, and I can't get anyone to address what the problem is either. Someone suggested it is bug 6161 but I don't believe it is the same.

I have reinstalled OTRS 3.0.5 and ITSM bundle 3.0 beta2 and then logged out, stopped the OTRS services (OTRS, MySQL, and Apache) and then started them again. This seems to have corrected my issue - for the time being. I don't know if I will have to restart the services each time I want to use the system.
