This is default behavior. OTRS pops a server, retrieves email, and acts upon tickets. OTRS will remove all emails from the box it pops.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

Please read the documentation and search the forums. Ticket creation will be default delayed up to 10 minutes because of the default retrieval intervals.
