New State Transition -- OTRS ITSM 3.0 rc1

Hi all,

In OTRS ITSM 2.1.1, I can create new state transition as the attached picture.

But in OTRS ITSM 3.0 rc1, I cannot add new state trasition like in the previous version.

Because I create new states for the change, the customization in existing state transition cannot serve my need (because the "State" column cannot change or choose, it can choose only "Next State" column)

How should I do to add new state transition with my own change state?
