How can I limit what customer tickets an agent can see in a certain queue?

You can't within a Queue. (although it's possible to filter out tickets *locked* to other agents)

Customers can be part of groups (Enable Customer Group Support).
The short answer (though it's not a pleasant one, because queues never disappear) is to create queue/group combinations specific to a customer and an agent.
