Agents Notification upon Close Agent (all with write permiss

In the Admin > Notification Events > Receipient Groups:... We have Agent (All with write permissions) selected and Customers. For some reason though, when the ticket closes, it only sends it to the customer and not all the agents... Any idea why? This notification event is for closed tickets.
