Can not write into the PID file

Hello,

I installed OTRS by apt-get on Ubuntu Server 14.04 LTS, but every time I log in to the webinterface I get an error message that the Scheduler is not running.
Can not write into the PID file:'/usr/share/otrs/var/run/scheduler.pid'! Permission denied
When I change the permissions on /run/otrs to allow users to write (775) or change the owner (user) to www-data the Scheduler will start properly
But after a reboot the permissions on /run/otrs are set back to default (755), users are not permitted to write and the owner (user) is set back to otrs
Please help!
