I would like to be able to select multiple tickets, click Bulk and set a ticketfreetext field to a value but I don't see this as an option under Ticket Bulk Action.
Is there another way to do this? Perhaps through Generic Agent or by adding it to Frontend::Agent::Ticket::ViewBulk? This doesn't have to be easily done by agents, just by an administrator when necessary.

Generic Agent, set via ticket action.
