new ticket notification failed

new ticket notification failed
I have installed otrs 3.1.10 on centos 6.2. the new ticket notification to agent doesn't work. However, when an agent creates a ticket (via "new phone ticket" or "new email ticket"), the notification is sent correctly. I also checked the system log, when a new ticket was created, the autoresponse email was sent out but no notification email was sent out. I also can make sure the queue was set in the agent's my queue. Thanks for any advise and hints.

agent preferences my queues highlighted notifications yes.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
