[SOLVED] unexpected notifications

Our agents receive "NewNote" notifications although its options are disabled. We have no automatic notification. In what may be due?

Because it's an internal note attached by another agent that isn't the owner of the ticket. This acts like an email to the owner.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

It's possible disable this feature?
Using:
