Can't get closed ticket notifications to work

Hello everyone,

I want our customers to receive an e-mail when one of our agents closes a ticket.
Right now they only receive an e-mail whenever we create a ticket. I did get the escalation mails to our agents to work.

I configured the notification like this;

The logfile doesn't show an e-mail going out, so it's not our mail server blocking anything.
I can't figure out what I might have configured wrong.

I'd appreciate any help.

Image is blurry to me. Also, agents should be replying to customers to tell them what they did to solve the problem.
Secondarily: don't use third party image sites to host images. Upload here.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

Of course agents should be replying to customers.. I just want them to receive a conformation that the ticket is being closed, just as they receive a conformation/notification that the issue was created.
