installer 3.2.2 centos 6.2 Kernel/Config.pm isn't writable!

Hi,

when i use the installer after step 2 i get the error that

"Kernel/Config.pm isn't writable!
If you want to use the installer, set the Kernel/Config.pm writable for the webserver user! "

I changed the user accordingly to apache. I also tested permissions to 777 but with no success.

I also tryd permissions via the script
/opt/otrs/bin/otrs.SetPermissions.pl --otrs-user=otrs --otrs-group=otrs --web-user=apache --web-group=apache /opt/otrs

nothing works. any suggestions?
