Hey,
i don't think that u can really disable it without changing the code.
But search your SysConfig for 'RequiredLock' and disable it. So these Modules don't lock tickets anymore.

Lock is a needed functionality of OTRS. So there is no clean way for disabling

you can also reduce the ticket unlock time to something like 1 minute.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
