When creating ticket, what kind of entry is placed in the field Time units (work units)? day / hour

I would like to add to this question and ask if it is possible to leave the units as "Hours" but still be able to enter .25/.50 and so on. I cant seem to find a value to change it to allow less than (1) hour.

I've found that you cannot enter ".25", but you can enter "0.25". I don't know why you MUST enter the leading 0, but if you do, it works just fine...
